They have been very kind to us about mailing discount certificates for a percentage off towards spay/neuter surgeries to our local vet when we have adopted pets over the years. The staff has always been friendly on the phone and more than glad to offer assistance. Their office hours are short so you do have to call in the morning before noon, But I have had nothing but positive experiences with this organization.

What kind of pet are you looking? I have a dog that we no long have space for and we are trying to send her to nice loving home the shelters are all full and our apartment complex is giving us a rough time about her being here.
The SPCA has a list of veterinarans. Depending on the medical care your pet needs, the SPCA may provide a voucher for the first visit.
I would go pay them a visit to ask for sure, but legal working age is 14. Some places you have to be 16, 18, or 21 for legal or safety reasons. My best guess is 16 or 18 given safety protocols required for working with the animals. Best way to find out is to stop by and inquire within.
They offer services for feral cats as well to be released. You will have to.contact them about leaving the cat to the shelter if you don't intend to release it yourself.

They can assist with spay/neuter. They will suggest a vet in area they work with.
