I was trying to make a police report today and a coop standing in front of the building asked what I needed. I briefly talked about the situation and don't want to waste my time with him while it was raining and there is leaking under the hall. He said I can't make a report and then asked me to leave. I tell him more details and he said I was changing the story and can't make a report. I asked to speak with someone in the front desk and he threat to use force against me if I don’t leave. I live in the neighborhood for many years and walked in the police office several times. No one deny my entry like that, it was so rude and disrespectful.

I respect the NYPD, but this precinct is a disaster. They don’t even show up if you report a crime. The upper east side has been dangerous lately, and its important for the neighborhood to feel safe

These people in the administrative department are slow to process an incident report. Specially the lady in the front who is inexperienced at using a keyboard and fetching for a simple drop down mouse bar menu.

They can be very dismissive so you just have to be persistent. Go in person and ask to file a report. Once they process it, you will have to get the copy in the mail or in person from a different location downtown.
Call the Telephone Switchboard Operator of the local police station, they should have the information on where your vehicle is being relocated.

No, call 311. After you have a refertence number from 311 and have received a confirmation saying it has been resolved - you may then call 311 again. The DEP and NYPD are the 2 agencies that handle noise complaints, but it is not considered a life or death emergency and 911 should NOT be called. Note: According to NYC Quiet Hours specified in Local Law 113, neighbors in all five boroughs are bound to quiet hours from 10 pm until 7 am. This also includes having pets making loud noises longer than five minutes at a time.
For Finger print you don't need an appt. The precinct is open 24 hrs. But, it's better to go between 10am to 02:30 or 4:30 to 6pm. This is bc it's more probably that someone it's available to help you. You can also go to 1 Police Plaza office hours Monday through Friday.
