I came to this location to ask a few important questions and being that it was around midnight I was worried i would be bothering the officers there however this nice officer by the last name Cruz was very kind and helped with any questions I had. Made the experience less stressful.

I believe you have to come in to do that.
You have to park around the side streets at a meter if there is room, 51st between 3rd and 2nd avenue has spots
