I believe it is a representation of the rodeo and horse and cowboy connection!! Not sure who painted it but I am sure you can Google that part!!

Why isn't anyone taking care of the rest area next to the welcome center. No toilet paper, no soap, no water to wash hands just sanitizer. All the garbage cans overflowing, just disgusting place.

While I understand your frustration, please repost this under the rest area itself. The Colorado welcome center and the rest area has nothing to do with each other. One is paid for by the state and the Welcome Center is owned by CSU.
