Yes

We passed by today (jan. 3,2018) still closed. No information as to when it will be re-opened. Judging by all the heavy equipment on-site. I wouldn't expect it available for a long, long time.

It is right at the Delaware water Gap as soon as you cross from New Jersey into Pennsylvania on route 80.

It should be open 24 hours a day. The restaurants and some shops may be closed. But restroom should be open.
