Yes at Disney springs. Usually at the bottom of the escalator/elevator near the parking garages.

ECV, Stroller, Wheelchair and Rentals - Single and double strollers as well as wheelchairs and ECVs are available to rent for one day or the entire length of your stay at the Sundries rental location next to the Disney Springs Town Center bus loop (near Wolfgang Puck Bar & Grill).
The Lime Garage Is closest to center of DS. Any garage will work as they all have Blue placard parking. They also will direct to open spots as you enter.Look overhead for the lights at each row.
