I love camping at Pawnee, it’s close to lincoln and has nice amenities and a swim beach as well. I sometimes camp during the week and drive to downtown Lincoln from there, it’s faster than from my house in SE Lincoln. You can even shower at the campground, make sure to bring quarters but there is also a bill changer. Tent spots never really fill up except holidays, but during the week you can basically pick any spot you want.

We just left there this morning and the bathhouse was open.
Campsite is open all the time and an electric spot costs between $7-$15
I believe Nebraska camping is camp in one spot for 14 days maximum and to my knowledge they do not give you a discount for staying a longer period of time. However some parks do offer winter rates when they do not have the water running I believe.
As long as you get a state park permit you should be able to park at any state lake.
Right now non electric and primitive sites are 10 a night off season rates still I believe
Can stay up to 14 consecutive days at a time.
Just walking trails and horse trails. Lots of them.

You can get permits for camping and your cars at one of the gates.
No you need a license for anyone 16 and over unless on private property
You can bring a horse, they don't have them for trail rides or anything if you don't bring your own.
Any vehicle MUST have a park entry permit. Them's the rules.
It's blue-green algae. There's currently no bloom at Pawnee as it usually happens in the late summer when it's dryer and the water is more stagnant. Just Google it for more information.
