No, unfortunately no drivers license transactions at the select office. Full service takes walkins Tuesday-Thursday and Saturdays.

Having valid insurance on the truck, allows you to aquire Virginia tags/plates. This means the vehicle is registered in Virginia. You must have a valid driver's license to operate any vehicle. I'm hoping by bill of sale, you mean vehicle title. If so, and you live in Virginia, and the vehicle title is out of state, you have 30 days from the date signed on the vehicle title, to change it over to Virginia. Best case scenario, contact seller (if you can) and tell them the situation. Make sure you have Bill of Sale as well. Have seller, if you got ahold of them, meet you at a DMV location. Have Form VSA 66 filled out to get replacement title just to be on the safe side. You can get all forms online on DMV website. $15 fee will applied to reissue title. There might also be fees for taxes and registration.
