Please call 1-804-497-7100 or visit a DMV other than a DMV Select. DMV Select does not handle driving permits or driver's licenses.
His instructor may be able to help him otherwise he will need to go to a DMV office. A Learner's permit may be handle differently. But with your license, as long as it hasn't expired, you can renew our replace it online. But once it expires, you have to go in person to handle it.
