Yes it's free and you can walk around and take pictures. Sometimes certain rooms will be closed but they will tell you that when you get there. They also offer free tours.

Original Capital was built in 1819-1822. That burned in 1897. On May 5, 1904 the cornerstone was laid for the new Capital, which is the current Capital. Then on October 4, 1906 Theodore Roosevelt attended the dedication and said, "the handsomest building I ever saw.'
