came at 3 to get someone to look at a paper i got sent from them with no instructions, but got told to leave because theres "nobody in the building." at least the security guard was there but if nobody is around during business hours, why be open!

Yes, but not to this office. It is the regional office. You would have to choose a local office.

If you have applied for medicade at one office and they have lost your psperwork twice and then can not get a caseworker to call you back, can you go to a fifferent office?

Yes. I usually go online and apply then make the request to be seen at a different office that way I know I'll meet with a case worker.
