You need to contact the city to reserve a Pavillion. Stewart Park is owned and operated by Ithaca City District. They have two pavillions for rent. One is referred to as the small Pavillion which was recently renovated, actually rebuilt. The other is the large Pavilion which has attached bathrooms and at least twice the size if not larger. Good luck!
The park is an open area and can visited anytime but there's not much there to do when it's dark out
Great question. The City of Ithaca is charged with the care and maintenance of Stewart park. It's a municipal property and if you would like to question the mayor or the city council on this issue they meet weekly to discuss matters that effect citizens in Ithaca.
Yes there is on the south side of the park there's a small sign the reads public boat launch. It's near the shack that is used to rent kayaks and canoes

No, I don't know where someone could park motorhome for the night. I have seen some people park in the Ithaca Walmart parking lot.
