There are two types of spots at Morro Bay SP, those with services (electric and water) and those without. To answer the original question, reservations are a must for the service sites while the non-service sites seem to be open most often. Garry's review a few months ago is mostly accurate in that the service spots do reserve quickly six months out. BUT, you can still get reservations for those service spots within the six month period but they are mostly during the weekdays and only for 2, 3, or 4 consecutive days. I'm here now for 5 days and made my reservations 2 months ago, but its Monday - Friday...still not too bad for Morro Bay!
