If someone with a car and regular driver's liscence wants to start a legitimate business as a car service, picking up passengers legally and taking them to their destination, what does he/ she need to do?

The dmv is open by appointment ONLY. its a bit hard but you have to constantly continue callling untill you get thru. You have to consider everyone in the area is calling because they've been closed for awhile. The lines are constantly busy. Good luck!

He's right, I moved from Florida to NY and just got a temp tag and one month of insurance and when I got to NY I went to DMV here.florida Will give him the registration money back less the days he used it and the same with the insurance.But the easiest way is to borrow there plates till getting to NY,then going to DMV and getting insurance and registration here.Just make sure the car Will pass inspection here because in Florida there are very different inspection tests, hope I was a help!

They have to fill out and sign a DTF-802 form. Be aware that unless the person gifting you the car is an immediate family member, you will have to pay sales tax on the "fair market value".

You will need proof that sales tax was paid in PA. DMV will do this Monday through Friday. The costis determined by the weight of the vehicle, but should be somewhere between $200 to $300 dollars, which includes NY plates, title, and registration.

I don't know which number you're calling but the "regular" DMV number goes to Albany. They are overwhelmed with calls but I seem to remember that you can request a call back. Its really hard to get a live person when you first call unless you call early in AM. The Middletown folks are good people though. The New York City DMV staff are awful.

You will need to go to DMV office and tell them you never received it. They can issue a duplicate on the spot. Bring the title and old reg, as well as your drivers license.

If you bought the car in NY, you should already have the title. There will be a lien on it, but once it is paid off the bank will send a lien release. Keep that with the title. IF you can't find the title, you will have to go to DMV and apply for a duplicate.
