Educated guess.... Um... On the water...
They don't have parking of their own. How ever I got there early like 9:15am and found a place to park under the skyway. It cost me $8 for the day but to me it was worth it.
The upper deck of the USS the Sullivans is handicap accessible, to get to the USS Little Rock there are 30 stairs up and then 30 stairs down to the Croaker. Going below deck is not handicap accessible. Our memorial gardens and museum building are both handicap accessible.
We are closed for the season. We will be opening at the end of March 2021.
There is not in a parking lot, however, there is plenty of street parking down the road closer to the mouth of the river from the park so you'll walk a quarter mile or so. Not bad. As long as theres no event happening you should be good.
I believe that last article I had seen said the money was to prevent the sinking, but they were still working on the logistics when it started sinking. I don't know where it stands at this point however.

Unfortunately, the Naval Park does not control the signage or the policing of the parking lot, which is owned by the Buffalo Municipal Housing Authority.

Groups of youth can stay overnight and do encampments. Our Trail Life Troops does it every year :) BSA troops do it as well
I would say you should check the website, it's a little early in the season.
No evenings, maybe after Memorial day.

Yes. There are both bathrooms and park benches. There was a bathroom at the entrance of the park. There are plenty of benches by the boats.
