Yes. There are both bathrooms and park benches. There was a bathroom at the entrance of the park. There are plenty of benches by the boats.
No. During their off season your gonna have to find somewhere else to drop your torpedoes off. Benches yes there's a few to sit on but they don't flush. Lol.
