Community Care Clinic is where she needs to go, you have to fill out an application and have a letter from DSS stating she doesn't qualify for medicaid. It's a wonderful place to go if you have no insurance. They even fill your prescriptions for free. If she needs to see another doctor they will send her to one that will see her for free.

You have to be over 18 and proof of rowan county resident to stay at the shelter

1. Contact dss 2. Request assistance 3. If you get denied get denial letter 4. Call and make appointment for help here 5. Bring all financial information, denial letter, social security card I think that is pretty much the steps you should follow. Hope this helps!
