1. Contact dss 2. Request assistance 3. If you get denied get denial letter 4. Call and make appointment for help here 5. Bring all financial information, denial letter, social security card I think that is pretty much the steps you should follow. Hope this helps!
No you have to be in rowan county and you have to get a denial letter from social services before they help with lights
I'm not sure U'll just have 2 call or go & ask them
