You would have to go into the store and ask a manager. Also, I believe they only accept paper applications that you can pick up in the front near the registers.
No, not that I've seen. They may when it's a little closer to Christmas though. I know it's not the same, but the do have battery operated pillar candles. They're thicker than a stick candle, but they have a realistic looking flame. They're pretty cool!
