Yes, on reservecalifornia.com - you can see most weekends dates are reserved, even during winter. Weekdays are pretty open but reservations are always a good idea.
Overflow was open after July 22, when we were there in a reserved site, best to call them though, have fun!
You definitely can bring them to both campgrounds. But yes very limited trails for dog walking.

The Arch is located about a 1/2-3/4 mile hike north along the shore trail,from the day use parking lot at salt point state park gerstle cove area.its hard to see from the trail,so you may have to scramble around to find it.worth it!

It's very private, like you can't see it from the road or other campgrounds. I'd say it's 1/4 mile away from the other campgrounds.

Yes as to the showers-- and they work well. I didnt see electrical outlets, but i wasnt looking the few hours i was there. For your camera, you might look at getting a portable solar powered charger.
Salt Point is a State park with a couple of car camping camp grounds. Gerstle cove is popular with abalone divers. It is small. Woodside is bigger, good sites. Everything is crowded in summer.
