No you have to pass the written test on their computer then wait for your temporary permit to come in the mail then you have to call to schedule your driving test

No. Regardless of where you go, you have to come up with the vehicle you'll be using to test. Another words, someone need to take you and allow you to test in their vehicle.

Not for the first test (written). Once you take that, pass it and go to the Boardman Plaza (or other BMV Office) to get your permit-- then you must schedule the last part of the test (maneuverability & Driving portions).
You can take the permit test for free in ohio, but once you finish and go to the bmv to get your permit, they ask you to pay a $22-$25 fee. I dont know of any location in any state that provides a vehicle for the drivers test. You must find someone to take you and allow you to use their vehicle to test in.
