Yeah lol whoever's birthday it is has to be at the store to get the discount. If they don't have an account (because you've dragged them along for the purpose of using their birthday discount!), the sales lady just goes ahead and makes an account for them using their driver's license to make sure that it's their birthday month. Hope this helps!
I assume it's cuz most businesses are not doing exchanges right now because they are worried about infection.
