It is next to the court house and jail.
I use the Libby app. You can read ebooks and magazines. You will need a library card, but the service is free.
They're closed until March when they'll open at their new location. They only allow book return at their drop-box right now.
I believe you get about an hour or 2 and they have ipads for the kids to be on for as long as they want
