As an adult in ab12 and was in foster care I can tell you this was the best place and they have helped me tremendously. I loved all of my social workers they’ve went above and beyond to accommodate all my needs. I used to think the social didn’t do much because of how long things took to get done until I’ve actually sat there while awaiting placement, they are a lot busier than people think. Everyone was running around, filling out paperwork, taking phone calls, in meetings, etc. just like any other place of business they actually do what they need to do.

Worthless. No matter how many serious calls you make here about your kids, all they say is "we'll take this into consideration and look into it...." But never do. Kids say nobody came out to investigate or ask them questions so I know after many serious "calls", they don't do anything. It's Stanislaus county, home of the broke and worthless.... but they'll demand child support and be on top of it! Worthless workers

If your parents have legal guardianship then it would be considered kidnapping if the mother takes him. By law, she cannot take the child.
That is sign of neglect. Child protective services should evaluate the situation. Follow up with the child often to make sure the childs needs are met.
The only way child protective services can take any child from parents is when there on drugs, children are being abused or there is no running water. Unfortunately child has to be injured in some way for abuse to be acknowledged and there has to be some kind of proof to go along with allegations.

Yes, until the father asserts his right to custody (files for custody) in family court. I'm pretty sure this can be done from Mexico. I would highly advise against trying to go through CPS to get custody.
No. Great grandparent would have to go to court and get "guardianship" of the child.

Offer your assistance to the family. See if you can help them, or refer them to someone that can. I would hope you would talk to them before involving CPS, in the hopes that they can take care of the problem on their own.
