Yes. If the relative passes the relative placement assessment. CPS best practice is to place the child with a relative whenever possible, (its preferred) however, the relative must pass a background check etc.
I really don't know the best thing you could do is go in the office and talk to the worker in charge of your case or call to schedule a appionment so the could answer ur questions.
