Called the VA and spoke to a nurse about a goiter or nodule on chin since I have hyperthyroidism and am currently taking medicine prescribed by the VA, only to be transferred twice, receiving no help at all.

The best way to get the California DMV veteran stamp on your id is to take your DD-214 to your local Veteran Service Office. They'll give you a form , stamped, that you take to DMV. Each county, San Joaquin and Stanislaus, has one

Yes you can and you can walk in and request it without an appointment.
Good question, unfortunately the Clinic is a CBOC and doesn't have the capability to receive the item. Even if they did it would have to go through voluntary services in Livermore. Best recommendation is to check with the Veterans of Foreign Wars, Disabled American Veteran Association, American Legion, or Veteran Service Office to see if they have a local veteran who could use it
