Sacramento Self Help Housing houses a wanted felon; (Philip Lebrun) that fled the states to avoid being prosecuted for his crimes. He is an able bodied man that chooses to avoid "employment and the law" until "statutes of limitation" exceeds his "crime". He is allowed to live in a house ; (paradise way, sac.) with his own room rent/utilities free and without means to support himself. I allowed him into my home to do some tattoo work on me which never got done. After his departure I had noticed that he had taken many of my personal belongings from my home . I called him the next and and asked that he returned them to me. Of course he denies and refuses to give back my belongings.

Can the apartment owner refuse to paint handrails with reflective paint so not heat up REALLY HOT? My 62yr old 300lbs Disabled Mom lives upstairs and the sun hits the Metal showing in summer BURNS HOT! She must use hand rails to climb the steps!!

Maybe I believe the landlord can refuse,but if he does and she suffers even miner I pain or injury your mother has a major law suit against him.

If I received a 60 day notice to vacate n I still paid my rent n my landlord receives n keeps my money, does that breech the notice? What happens then?
