No public service and need to get my license fix because I shouldn't be paying for my license.. native American and the Walmart man didn't know shit after I showed him my card and was forced to pay because lack of knowledge . So what n my state we have public service to help with so. License

I walk around near the Capitol, around 300 to 400 am and I see two small wolves or coyotes the last couple of days . Who do I report this to, they look like they're starving .
