Giving one star because I cannot give 0. Please, avoid using Avis or Budget Miami Downton. Terrible service. We got out of the Cruise Ship and got to the Shuttle Point at 8am and waited until 9:42am to get a shuttle. Calling them it is an impossible task. Got to the store where Avis is attended along with Budget in a small and very crowded space with all the pandemic issues. Guess what?? Cars were not available and we got info it would take about 1h to get car ready. Me and my family waited for more than 1h, outside the store, in a raining day, trying to hide from the rain, including my 5y old daughter. It is for sure and by far the worst experience renting a car.

We used this location to return our rental BEFORE going on our cruise. I have to say, it was the easiest vehicle return and shuttle we have ever experienced when going to a cruise port. We arrived the Avis Port Miami location with a representative waiting in the lot and a shuttle ready to leave. We simply carried our bags to the shuttle and were to our ship in less than 8 minutes. It appears that almost all of the negative reviews of this location are regarding vehicle pick-ups AFTER their cruise. For that specific reason, I didn't rent our return vehicle from this location, but rather from the airport. We just took a short taxi ride from the port to the airport and picked up our car there with absolutely no issues. The only issue we had was, since the shuttle was waiting, the Avis rep directed us straight to the shuttle without a return receipt. Then, I saw on my credit card statement that he charged us for fuel when we had returned the car on full, the same place the needle was when we picked it up. With a phone call I was able to get the issue resolved and the fuel charge refunded, but I would encourage you to check your receipt after returning to this location.

Never use this location unless you want to wait in the sun forever and have to shuttle to the port of Miami for the car. Only one office staff, one. They can’t accommodate pre checkins or Wizard. Typically I can walk up to car and get in and leave with wizard, but not here. Understaffed no screen for wizard etc. the single office staff sent me to the back of the line and said everyone here is Wizard. Never use this location. The crowd in the back of my photo is waiting to get into the office to then stand in line in there. The nearest crowd is waiting for the shuttles. Why would someone pay for this? How is this a commercial for profit service?

Avis side closed, sent to Budget counter. Only one staff working for both companies combined. Over crowded and no masking despite City ordinance sign posted on door and Avis policies. Shuttle from cruise port never arrived to pick us up at Port after 45 minute wait (was told 20-30 minutes). Spent an hour in line to be told no cars available once I got to the front of the line. Waited another half hour for a car to show up. Two hour process to get a car for a half day rental.
