Going to ANY planning department is like going to the dentist (sorry dentists!), you do it because it's necessary. The Counties planning counter is ok in my limited experience (mostly pulling simple over-the-counter electrical permits). The planners I've dealt with have been friendly and helpful unless you go in with an attitude. I've heard horror stories about more complicated permits, and I wouldn't recommend Harry Homeowner go down with plans he drew up on the kitchen table thinking it'll be a one visit adventure.

If you know a trustworthy General Contractor I would begin by asking them. "Reviewing the codes" is great in theory, but speaking from experience as an electrical contractor it can be challenging to find the correct section and interpret all the rules, exceptions, and limitations. You CAN go to the planning counter and ask to speak to someone, but have your facts (square footage of patio, description of panels, maybe a dimensioned sketch). They don't ALWAYS tell you you need a permit, and my guess is you won't need one for non-structural privacy panels (what it sounds like these would be). Try the GC route first if you can. Good luck
