This review is for the guy at the grading dept. I was there with my neighbor today and heard him call over a couple and ridicule the guy for not offering his chair? Something about not being a gentlemen. Civil servants teaching civics 101.

worse place ever workers are rude a lady with glasses in the front desk has a really bad attitude if she's not a happy why they have them work there they need help they should be going to a mental place for help

You have to check zoning and planing first Second you need an architect to draw a blue print. Third summit your plans to building and safety for approval. Then you need a license cotractor.

No. I live in Los Angeles, Ca. I've had concrete poured a couple times around this property and was never required to pull permit. Both times, the concrete was poured as patio or driveway not as foundation for a structure. If it's as a foundation for a structure, BS may want to inspect? Sorry, best I can offer.
