You have to check zoning and planing first Second you need an architect to draw a blue print. Third summit your plans to building and safety for approval. Then you need a license cotractor.
No. I live in Los Angeles, Ca. I've had concrete poured a couple times around this property and was never required to pull permit. Both times, the concrete was poured as patio or driveway not as foundation for a structure. If it's as a foundation for a structure, BS may want to inspect? Sorry, best I can offer.
Sometimes they'll accept a hand sketch depending on what it is for.
