This is to help people who might be in same situation. Got my car towed because of expired registration. I paid the registration fee when it was due but I was missing smog check (Hello catalytic converter theft). I checked online wherever I can find which papers/documents I would need for car release but I didn't see anything for my specific situation. (Tried calling here, automated menu only) I thought "the incomplete registration" paper I got back from DMV (by mail) when I paid the registration would be enough to prove my situation. Turns out it's not. They sent me to DMV get INCOMPLETE REGISTRATION FORM and VEHICLE MOVING PERMIT (they also need your ID, the owner's). Going to DMV to get these papers took me another hour which made me miss the tow lot's business hours, I ended up paying for 1 more day because of all this. Once you have your papers, they give you the slip (release form) very quick. Have to wear a mask and show vaccine card. They only allow like 2 people inside but I never waited long. 2 stars for LA DOT/parking department not putting this information online which could save me time and money.

The worst customer service, EVER!! Every time I would try to speak the clerk would cut me off. Very short with their answers like if I owed THEM money.Horrible horrible service not sure why it is still open. They seriously need some costumer see training.

You need the citation number
You don't dispute parking tickets in person you dispute it via online but you can get information on how to dispute the ticket and also the forms to dispute in person. But the parking ticket center can not make a judgment for you and honestly if they listen to you they are just being nice.
I not sure at the moment
Call 311 and give them VIN number make of the car and year. You have to be the register owner in order to get it out.
