Go to WAA website and look up that cemetery should have the info that you're looking for.
After several local events honoring veterans on December 8th, the convoy of trucks and escort vehicles will depart from Harrington, Maine on December 9th at 8am. After several stops a day during the trip to Arlington, it will arrive in Washington DC on Friday, Dec. 14th for more ceremonies at the Pentagon, WWII, Vietnam, and Korean war memorials. Contact your nearest veterans organization and also a veterans cemetery closest to you.
At Arlington Nation Cemetery all headstones are covered. At other locations, funds are raised by location leaders through WAA. When the wreaths arrive, they are placed by volunteers. The placement of the wreaths is not directly controlled by WAA.
All you need to do is be at W Quantico National Cemetery on the 16th at 12 noon to help put the wreaths out . I recommend getting there early though.

Yes. All headstones receive a wreath. The Columbarium at ANC displays one wreath per section. The wreath is placed at the bottom of the row.

From what I understand they put Wreaths in/on all Veteran Cemeteries including on foreign soil.
