Got here on time, place is easy to find ... the only problem is the parking. The parking lot across is a ripped off. They charge minimum 2 hours for $15 but it only took me less than 30 mins at the consulate office. Overall the visit at the consulate for a notary was pretty smooth. I would recommend going here instead of Los Angeles.

Yes make an appt. No walk ins . Call them and leave a message.. i left a message and got a call back the day after.
Here's what I found on the internet ... You, the U.S. Citizen will need an Affidavit in lieu of a certificate of Legal Capacity to Contract Marriage which you can only get in person at the US Embassy in Manila or at the U.S. Consular Agency in Cebu. The fee is $30. You will need copies of divorce or death certificate for each of your previous marriages.
Yes
