I took my nephews to the splash park and they loved it. The 7 year old played the whole time making use of the water slide and water cannon. The 5 year old just ran around in the sprayers and laid out in the sun. We went to the 10 am to 12 noon session and paid 2 dollars per person (including me) Well worth it.

All of the walnut creek aquatics pools are closed atm due to poor air quality sorry and i expect we will be packed when we are able open so the chances of getting a lane to yourself are going to be slim for a little while :(

Yes there's a water play ground section. The main pool area, however, is available to children 6 and under with adult supervision.
I have seen people celebrate birthdays at Larkey park. There are multiple clusters of picnic tables. Maybe you should visit the area to estimate capacity.
