I paid my tax online and paid the surcharge. On my credit card it showed a payment to NHCS -Winter Park. I called the tax dept to see how to handle. Account shows paid. No worries. I got a paid receipt and will now contact my credit card company. Very nice rep. for the county.

Yes anyone can pay on a tax bill.
To qualify for the elderly exclusion (G.S. 105-277.1) you must be 65 as of January 1st of the tax year as well as meet income requirements. You may call or visit the tax website to find the current income requirements as they do change year-to-year. For example: for the tax year 2022, the household income limit is $31,900
Property tax bills are typically mailed out in the month of August, however if you have not received your bill you can search for it online at nhctax.billbridge.com or give the tax office a call and request that a copy be mailed or emailed to you.
When you return a license plate the DMV will give you a receipt, bring that to the tax office along with documentation that you no longer have the vehicle (bill of sale, or something stating that the insurance company has taken possession due to the car being totaled, etc...) then the tax office can get you started on the refund process.

A Vehicle tax bill in New Hanover County is not mailed separately. The tax is included in vehicle registration when you pick up your new license plate sticker.
