The building department will help you, it depends on how long ago the drawings got approved, they are very friendly and extremely helpful, visit and check for that specific property.
Title 24 affects almost all cases of permitted work where lighting is being changed. You will need to prove compliance at plan review and/or inspection time. Basically you will need to aim for high efficacy fixtures anywhere occupancy sensors and dimmers are not being used. Power density limits are enforced based on the room types, and any non compliant spaces are required to have stronger occupancy and dimming controls. I'm not an official on the topic, but this is what i know from renovations work.
