It was super easy to drop off my household hazardous waste. Simply drive to the center, wait in line (in your car), and open your trunk when you get to the front of the line. They'll take all the paints, electronics, etc... from the trunk. Check the website ahead of time to see what items they'll take.

Writing this review will take longer than it took to drop off household waste today, literally. I pulled in, confirmed my eligibility to use this service, and popped the hatch on my car. A friendly attendant took three boxes I had packed with paint thinner, wood stain, and other garage odds-and-ends, then closed the hatch. Done. Three minutes, tops. Clean out YOUR garage, and get rid of those half-empty cans and bottles you weren't sure what to do with; it's quick, convenient, and free! There is a limit, but it's quite generous and detailed on the Web site. I visited after 1 pm on a Thursday and the Google wait time notice was quite accurate.

Its a place for HOUSEHOLD disposal of household type waste , including E- waste they do not charge for disposal
I do believe they'll take a satellite dish. They took my old swing machine the other day.
They don't charge to drop off paint, nor do they pay. Not sure which you're asking. They accept paint from OC residents free of charge and they have a paint exchange program where you can take up to 5 items per week, also free of charge. Hope this helps.

Yes but the needles need to be stored in a "sticks" red container. You can find them at CVS or the like.

Popcorn ceiling material is regular trash and would need to be taken to a landfill/dump. If the material contains asbestos, it needs to be taken to a special asbestos facility. Either way, it won't be accepted here.
You can, but there are other possibly better options. If you call a local office supply store (ie Staples or Office Depot) they may take it and offer you a credit. Or even maybe the manufacturer of the printer/cartridges. As a side note, if the ink is completely dry/empty, and you don't want to call around, it's just regular trash and won't need to be dropped off here.
Per Department of Transportation regulations, you can legally transport up to 15 gallons of hazardous liquid at one time. The containers can be no larger than 5 gallons each.
