Utilities that are included are water, sewer and trash.

does this complex only allow tenants that are in recovery? or is it open to the general public?

Well as far as I know, there is no cafe open around miracles, but I would suggest that you go talk to management.

You can do one online at rentcafe.com or go down in person and get a paper application from the property manager
