Most of the people that go out looking for the horses and look in the right area's, will see some!
Take the Steens loop! You will see some herds. We saw several and binoculars were helpful! We started the loop by Paige Springs campground but there is another entrance off hwy 205. If you take the 205 entrance, you will probably see them faster. Make sure you take food and fill up with fuel at the french glen mercantile. Kiger Gorge is amazing and so is the East overlook! We absolutely loved it.
