No, it is indoor on the 29th floor of the Four Seasons Hotel. They have outdoor decks to sit, view, and lounge at. It's surrounding the entire floor. In the dining areas you need a reservation. If you're going to the bar only, which they offer bar food and drinks, you don't need a reservation. The bar is two floors.

Reservations are definitely required for weekend dining. There is seating outside first come first serve
Both are great.
it's actually both. I was there in the last 2 weeks as you can see by the pictures I posted we were able to eat outside.
