Go-to front desk (accessible from Atlantic, don't go to emergency entrance, you'll have to exit building and walk around to main entrance), tell them you want your records (located on floor below front desk). At records you'll fill a form out. If it's for yourself you'll provide ID. If it's for someone else you'll need proof of authorization, including their ID. Records cost 5 dollars to be put on CD. They will mail the records for an additional dollar. They give themselves 3-5 business days to process the records.
