I took my four year old and my 8 yr old, and they did fine. I would be upfront with them and tell them what to expect (like when they briefly turn the lights off), show them YouTube videos about Luray Caverns. Tell the tour guide to warn you ahead of time, when they're about to do the demonstration on how dark the cave is naturally. This way you can have your children hold onto you till it is over. As far as activities, yes there are plenty for them to do outside of the cave. I reccomend the corn maze to wear them out!
