We stayed at the quality inn in New Market, 2 Q beds $88 with all the taxes and surcharges. It was only 11 miles from Luray
We stayed ay Luray East, 70 a night. Needs updatef but was large, clean and comfortable.
Alternatively, you can stay near washington dc, spend a few hours enjoying the monuments there, and then drive to Luray.
The valley has multiple options based on what you plan to do. Accommodations range from camp ground, cabins, to motels, and hotels. Getting camp grounds and cabins, one has to plan much ahead and book like may be six months before, especially in season. I once stayed at the Days inn at Harrisonburg, on interstate 81, closer to Luray caverns, for about $80 a night. Process vary. This year I also saw cottages inside jungle on the valley. So prices of the stay depends on your plan.
Stayed in Luray in October 2017. Paid $121, with taxes. Every time I have stayed in Luray (different hotels), it has been very mediocre. Not scary-bad, but definitely just a place to sleep.
We didn't stay, we stopped on our way to Florida
as cheap as 90 all the way to 150, but I'd say, pay more and get a better room.
