My son and his group of friends would like to have a "bake sale" cookies, cupcakes etc. On the 16th st mall to raise money for an organization. Is this allowed?

It's allowed but make sure you select a location on the mall that's not occupied by any other vendors. Other than that, it should be fine.

it might be , Im not sure , there are cake and doughnut shops on the mall , you might get lucky

I think you have to have a permit to do something like that but I'm not 100% sure
