It was cool spot, different than what I'm used to back home in STL. Outdoors, different levels to walk on, great views while you shop, a bus that will transport you for free through the mall. My only issue was there are no public restrooms.

Yes, everything in the pavilions in Denver is accessible, just depends on the time of day as to weather or not they're open

At the pavillion there are about 6 or 6 shopping stores with TONSSS of other things and drinks to have. But the whole 16th st mall there are hundreds of stores.

There are two sets of elevators that go from the parking garage to all 3 levels of Denver Pavilions. You can take them to the movie theater on level 3 from any level. If you are not in the parking garage you will find them in the middle of the two plazas next to Sephora or Pac Sun.
It's an outside mall but your shopping is done indoors so dress for both.

No. There are a few lots nearby. You should be able to park for $15 or under if you're going to be there for a couple of hours. The closest lot is small, but if you can par there it's $12 for all night parking.

Yes there are electric car charging stations in the 16th Street parking garage, that's the name of this particular parking garage, you may be able to search for it in goggle, and get directions on to locate it; I don't know about other parking garages, since this is where I parked, but I would highly doubt that this is the only parking garage with electric car charging stations.
Parking is under the Pavilions. If you go to the movies, get your ticket validated, then parking is free.
