Yes it is a public park but I believe the residents of River Place maintain the park so they charge people that is not resident of River Place. I think is extremely expensive do I try not to go very often

Yes it is public. The hoa sends a karen volunteer every weekend to demand the money, but the city actually told them they can't, they don't do any upkeep for the hike they just claim it is because they are allowing you to use the trailhead.. To avoid this go during the week or start from the trailhead on the other side of the trail. Its just about a mile further down the road
