Hi Renee. I have done this on the past put I know it's on an individual basis if they know you. They don't allow it if not. From their perspective they don't know if the person could be trying to do something dishonest or not. Allowing another to pick up your pantry is not of the normal. I have also done this for an elderly friend, or during bad weather. Again, extenuating circumstances.
Yes you most certainly can write up a letter with your name and the name of the person that is able to pick it up for you. I know cause I have done it before
