No they won't let u use the stairs.its only for staff and emergencies

The only time I know for sure they let do it is on the inside rallies.

No. You have to wait in line to take the elevator. And if you want to go to the bar on the 96th floor; you have to take elevator all the way down and then wait in a new line to ride back up.
