There is street parking near piers 1 and 6 if you have time and patience. You can also find pay lots on both ends.

On Cadman Plaza There's Metered Parking $6 for 2hrs $2 for 1hr. Best is to Cumm On Lime or Reval Rental Scooter/Mopeds Bicycles Or Public Transportation
